Hideki Kamiya is definitely a very straight-forward man, and an extremely talented developer. I had the pleasure of meeting him a few years ago, and I can attest to his awesomeness as a person.
Now, if you haven’t been following him on twitter, he is generally very direct and he responds to literally every tweet that is sent to him, or at least every tweet that I’ve seen.
Naturally this can get very taxing on a world-renowned developer, like when people tend to ask the same things, which in this case is whether Bayonetta 2 is going to remain a Wii U exclusive or not. To what was probably the 100th person to ask him that same question, he said this:

So there you have it, Kamiya-san has left the exclusivity fate up to Nintendo. They are indeed helping by funding the game and therefore making it possible, as it was very close to not happening in the first place.
